The role of the government

EADS systems give governments the greatest control and flexibility when planning communications networks.

For governments, the most effective authority communication solution will:

  • Improve the safety of citizens
  • Improve emergency preparedness
  • Help to bring crime under control
  • Help reduce casualties in incidents.

EADS provides proven solutions for nationwide radio communications networks.

Governments also must decide how the network will be operated. EADS products give governments the freedom to choose a network operating model to suit their needs.

Three main operating models

Government owned, company operated

The government buys the network infrastructure and lets a separate company manage it. This has been a success for the Finnish VIRVE network.

Government owned, government operated

The government finances the complete network and also operates it. The key benefit of this model is security. However, an operator organisation also needs to be developed. This was the choice of the French Ministry of Interior for the ACROPOL network for the Police.

Company owned, company operated

If the government does not want to finance or manage the network, it can enter into a service contract. In this model, security issues may be a concern as the contractor is usually more concerned with business issues. SIRDEE in Spain and ASTRID in Belgium use this model.
