Tornado is stationed at the fighter bomber and reconnaissance wings of the German Luftwaffe and naval units. In addition, the Tornado ADV (Air Defence Version) is in service with the Royal Air Force of the UK.

Three nations – Great Britain, Italy and Germany – participated in the construction of Tornado and it is mainly with their air forces that the aircraft are in operational use. With roughly 1,000 units built, Tornado is the largest multinational armament programme in Europe to date.
