The business of EADS Defence & Security is the architecture and industrial prime contractor ship of “systems-of-systems”. The company integrates complex equipment of high technological added value based on complementary competencies Its industrial strategy is based on the convergence of the defence and security markets, and addresses the requirements arising from the interaction between the two domains.
The activities that have been gathered together at the Elancourt site are primarily professional radio communications activities, activities related to Global Security, UAV systems, defence electronics, test equipment and the System Design Centre, a truly integrated centre for solution design, modelling and system simulation for network-centric defence activities.
Shared competencies
The Elancourt site brings together all the competencies, technologies and resources of EADS DS in France (excluding MBDA), which are focused on five major areas:
Prime contractor ship, architecture and integration of high added value system of systems. In close partnership with the operational users, EADS DS designs and builds the systems that will constitute the future “system-of-systems.” It can also select inputs from its industrial partners and ensures the coordination, cohesion and interoperability of the different components.
Development and production of information superiority systems. EADS DS designs and operates intelligence, communication, security and command and control systems.
Services. EADS DS proposes global solutions, from product design to operational lifecycle management, including financing, operation, operator assistance and support.
Critical technology and equipment. By maintaining know-how in the design of complex equipment, EADS DS retains the technical and technological expertise necessary to ensure control of the production process, and the level of know-how necessary to guarantee global engineering competence.
NetCOS (Network Centric Operations Simulation Centre) offers a modelling, simulation and experimentation environment dedicated to the elaboration and validation of system architectures and the continuous integration of technological innovations.
The activities of three business units co-located at a single site in France
The Elancourt site brings together all the French activities of EADS DS business units present in France (excluding MBDA):
Defence and Communications Systems (DCS): Command, Control, communications, intelligence, surveillance and reconnaissance systems for all of the Armed Forces, solutions for information system infrastructure, secure radio communications networks for the Police Forces and Security services, solutions and services for border security, protection of major events, protection of critical structures, maritime security and identity management.
Defence Electronics (DE) / Test & Services: Avionics, self-protection, stabilised platforms for armoured vehicles and vessels, Management, battlefield surveillance, automatic testing systems for the production and maintenance of electronic and optronic systems.
Military Air Systems France: information, surveillance and reconnaissance systems, MALE and tactical UAVs.
The management team of APSYS, a fully owned subsidiary of EADS, specialised in risk management of complex systems for studies, consulting, project management, training, is also located in Elancourt.
For the design and development of its product offering, each of these business units can rely on the System Design Centre (SDC). This engineering department developed the NetCOS simulation and experimentation tool which will participate in the LANAD National Defence Laboratory charged with defining new capacities and operational doctrines for the French Ministry of Defence.
In order to respond to the strategic priorities of its customers, EADS DS relies on the following strengths: capacity to integrate and take advantage of the latest civil technology innovations, dual vision of the defence and security markets, familiarity with the challenges of convergence between telecommunications and operational information systems, capacity-oriented reflection tools.
EADS DS has performed, or has projects for, major programmes in France, in Europe and on the international arena – many of which are developed at the Elancourt site.

Major defence and security systems
SCCOA (Système de Commandement et de Conduite des Opérations Aériennes), a major programme designed to provide the Air Force with global management capabilities for airborne weapon systems (aircraft and air defence systems).
Command systems
SIR programme (Regimental Information System for the French Army) for the execution of air-land operations.
PSP, prime contractor ship, in cooperation with Thales, for the overall remodelling of the information and communication systems of the French High Command of the Paris Strategy Centre, destined for use in joint allied operations.
MOIE SIC Terre (Prime Contractor for the Information and Communication Systems of the French Army), a key programme for the digital battle space, which paves the way for the bringing together of all the French Army's information and communication systems – which are all produced independently – on a common technological base.
Communication and information systems
In the area of professional radio communications and public security solutions, EADS DS is the world leader in the supply of digital radio networks, with over 170 networks deployed in 60 countries to date.
In accordance with its dual position on the defence and security markets, EADS DS is involved in the deployment of the National Infrastructure for Shared Telecommunications (INPT), which is designed to share the infrastructures of the secure radio communications network of the French Police (ACROPOL), in order to extend it to civil security operators (Antares).
The Socrate NG communication services and infrastructure programme will make it possible to improve effectiveness, cooperation and coordination between state organizations, including at interministerial level, while reducing costs. EADS DS is already in charge of the RVDM voice/date network for the French Navy and the MTGT transmission system modernization programme for the French Army.
In the tactical communications domain, EADS DS has expertise in radio and IP (Internet Protocol) technology, and has supplied WiMAX solutions to the French Minister of Defence for in-theatre applications.
The Elancourt site is the centre for UAV know-how in France with major programmes such as the SIDM interim MALE (medium-altitude) UAV system, for which the DGA procurement agency of the French MoD is the prime contractor, the DRAC very-short-range intelligence-gathering UAV. EADS personnel at Elancourt are also involved in the French portion of the European Advanced UAV programme. The international systems team will also be based in Elancourt.
With regard to intelligence synergy programmes, EADS DS is involved in ground segment programmes, often in cooperation with European partners, for observation satellites (Helios 1 and 2, Musis, Pharos), image exploitation and valorisation systems (EVI, SEVI) and data fusion systems such as FURET.
In the domain of civil security and protection, EADS DS has launched the PPSL local security pilot pole project. Agreed with the Elancourt municipality and with the support of the French Ministry of the Interior, PPSL is a concept for a collaborative platform for technology research dedicated to the formulation of requirements, experimentation of new operational concepts and evaluation of security solutions. This new and unique offering is based on a Private Public Partnership.
In the services domain, EADS personnel at Elancourt are involved in the French Air Force programme to modernize ab initio pilot training at the Cognac base. The agreement signed with the Ministry of Defence covers the supply of training aircraft and flight simulators, training, maintenance and operational support.
